Recoloring programs

 :snew: Hi, I am new to coding and all but I mastered coding and to recolor. I have DXTBMP but don't know what Free preogram to use. I have Adobe Photoshop: Elements 2.0 but I was wondering if there was better. If you reply can you please post here instructions on how to use it. Thanks :iloveZA:

I would personally use Photoshop but you can also use GIMP or paint. Gimp can be downloaded for free.
