It can be obtained at the Downloads Directory (DD). Look under ZT1 downloads at http://www.zooadmin.org/index.php?pr=Home_Page&=SID

I can't seem to be able to download the Map Editor from the Downloads Database....anyone know what's going on there...?

If it's linked to a file from ZA, that is because the downloads here are offline for the moment due to the move and recent server issues.  You'll just have to be patient I'm afraid!
