Reputation bars

Can anyone tell me how to fill the educational habitat and entertaining animal bar?

I give animals all the bells and whistles and I fill the habitat with all sorts of different trees and plants but I still can't fill them up to even 85%.

Place some podiums near each exhibit and hire educaters. That should take care of it.

I have about 8 educators with 10 exhibits

I never use Educators and my zoos do fine.
