Build a large cliff, put water on it, put water on the land right next to the cliff, and keep brushing the water between the two ponds, and you'll get a waterfall.

Place a pond at the top of "a cliff" (use the cliff tool), then place a pond at the bottom of the cliff, so now you have a cliff with a pond at the top and the bottom, now enlarge your water tool till the innermost ring is able to reach the top pond and the bottom pond and place it so that the top of the innermost ring and the bottom of the innermost ring meet both top pond and bottom pond and click. THis should place the waterfall.

Does the waterfall only work for salt or fresh water? Or both?

It works for both. It took me awhile to get it but I did(FINALLY!) Here's a pic....

Looks nice. It's a shame we can't make curved ones - hopefully, BF works on this more and makes it better.

Here is Zoo_Tycoon's tutorial complete with his images:

Step 1: use the cliff tool to create a cliff where the front is almost flat.

Step 2: Put a body of water at the bottom of the cliff.

Step 3: Use the water tool and try to connect the water at the top of the cliff with the water at the bottom of the cliff, by enlarging the water tool to 100% I found it a little easier to do. Though as you can see by this screenshot, I had to do some repainting of the body of water at the top and bottom of the cliff, but it made an interesting double waterfall effect.
