Title: WLP gold stairs?

I have been playing the WLP gold now for awhile and i have used every path. I am wondering where these stairs are available.. I saw them in this screen shot but can not find them in the game?

they appear automatically when you create a slope.

I assumed that was the case, however I have used all paths and put the path on various grades of slope and each time obtained a flat path and no stairs?
