Campaign Trouble

I am playing the city zoo meduim campaign and while all was going well I am having a bit of trouble with one of the photo challanges. I am suppose to take a picture of a Polar bear playing with a tire and I did take one the polar bear was pushing it away but it does not actually show the bear touching the tire. My question is do I have to get a certain type of picture and how do I make them play with the tires they just don't seem interested at all. I took away all the other toys  and nothing This is the last picture I need and its driving me crazy Thanks for any help you can give.

I haven't done this photo challenge yet but I've heard it's difficult.  Maybe wait until all his needs are met (or at least until he's recently eaten and not thirsty) and fence him off in an area with ONLY the tire, no water to swim in or anything.  Maybe he will play with it more often if the options to do other things are limited?   :huh
