That would be the blue whale hall.
An unlockable object from the first 3 campains.
Cant tell you what it 'does' as there were bugs that stopped some testers getting it unlocked after completing the campains.

(i think its ok to say that?)

The koi can be added to any tank. That would be nice if the guests could view the koi, they are very relaxing, I use to have a whole pond of them. Betas would be cool so would Japanesse Fantails.

Also as I remember in the Beta 2 there where a few unlockable objects. I never got to unlock the Blue Whale hall in the beta, so I'm hoping the Strategy Guide will help with that this time.

Do the Koi eat and have needs and such like the other animals, or do they just swim around and look pretty?

They just swim around. They have no needs, much like ambients.

It would be cool if BF made a building were you could release ambients like the kangaroo rats in the desert zoos. They always end up dissapearing but the building would allow you to keep making more and releasing other ambient species like chipmunks or maybe even some fish to put in crocodile exhibits or hippo exhibits making them more realistic.

Sweet.I thought up a new tour item!

-Boat Ride with glass bottom

It's just a thought but it would be cool to have it! Also, can any Zoo Tycoon 2 animal(polar bear,crocodile,hippo...) swim in the tanks or is it just ZT2:MM animals?

most animals that can swim can have tanks or at least hybrids, but whats the point of putting a lion in a tank lol? so yes polar bears can go in tanks

there really is no use to put a lion in a tank, maybe a tiger but not really a lion.

I don't have it but the Blue Whale hall is just a hall that you walk through to learn about marine animal conservation.
