I've got the zoo tycoon 2 complete collection, but since it comes with all the official downloads, I haven't got a downloads folder.

Is there any way I can still put the user content into my game?

I do not have ZT2, so I cannot say what works with absolute certainty. But based on part of a post at the ZTCDD site, the ZT2 user content might work if they are put in ZT2's main folder.
